This carousel-print cotton dress features gathered elastic banding at the ruffled top hem and at the empire waist. Ruffled tiers at skirt. 1" straps tie at shoulder.

whimsical and lovely
this dress is lovely. breezy, and light, perfect for a warm socal summer day. it is a bit thin, so i wore it with a long tank that covered my bottom, but if you're daring, you can just wear it without anything on the bottom. overall i loved the pattern and design of the dress.
